These two links should get you started on research on this bill, which appears to be an attempt to prevent the destruction of industrial buildings and turning the land into a state forest. This would also provide a possibility of gaining some of the jobs lost when the facility was shut down. A European Firm is interested in the property, but I don't know the name yet.
